History

- In 1906, in accordance with a special decision of the local executive body, checking pavilion No. 25 with 4 employees began its activities in Baku. For the first time in the Caucasus in the same year, points for checking measuring and weighing instruments were organized in Baku.
- In 1926 it was decided to check the accuracy of electricity meters throughout the country. It was also the first time among the Soviet republics. With regard to the development of the oil industry, more attention was paid to this area, and new ideas emerged to ensure quality work.
- In 1931, the Chamber of Verification of Measuring and Weighing Instruments was organized as a Standardization Bureau, with additional powers, and new laboratories were created.
- The Standardization Committee established in 1966 under the Council of Ministers included the State Laboratory for the Control of Standards and Measuring Instruments, the Kirovabad (modern Ganja) laboratory and 39 points.
- After gaining independence by Azerbaijan, the state policy in the field of standardization and metrology in the country was carried out by the Center for Standardization and Metrology, which operates under the Cabinet of Ministers.
- The development of these areas and cardinal successes are associated with the name of national leader Heydar Aliyev. Thus, in 2000, the Law of the Republic of Azerbaijan “On the Unity of Measurements” was adopted. At the same time, by the Decree of the President of the Republic of Azerbaijan Heydar Aliyev of December 27, 2001 No. 623, the State Agency for Standardization, Metrology, and Patents of the Republic of Azerbaijan was established.
- The State Committee on Standardization, Metrology, and Patents was established on the basis of the State Agency on November 19, 2008, by the Decree of the President of the Republic of Azerbaijan Ilham Aliyev "On the establishment of the State Committee on Standardization, Metrology, and Patents of the Republic of Azerbaijan".
- The State Committee for Standardization, Metrology, and Patents of the Republic of Azerbaijan is the central executive body implementing state policy and regulation in the field of technical regulation, standardization, metrology, conformity assessment, accreditation, quality management and protection of industrial property objects.
- By the decree No. 604 of the President of the Azerbaijan Republic Ilham Aliyev, dated April 4, 2012, the State Metrology Service was established under the State Committee for Standardization, Metrology, and Patents of the Azerbaijan Republic.
 - The Azerbaijan Institute of Metrology, subordinate to the State Committee on Standardization, Metrology, and Patents, was established on the basis of the State Metrological Service, which was abolished in accordance with the Decree of the President of the Azerbaijan Republic dated February 10, 2017. The AzTEST Experimental Testing Center, operating under the subordination of the State Committee, was eliminated, and the metrological equipment and personnel were on the balance sheet of the Azerbaijan Institute of Metrology.
- The Azerbaijan Institute of Metrology is the only state agency of the metrological service, which performs the functions of the state in the field of ensuring the uniformity of measurements, acquisition, and storage of measurement standards.
- On the basis of amendments to the Law of the Republic of Azerbaijan “On ensuring the uniformity of measurements” dated February 23, 2018, the Azerbaijan Institute of Metrology provides information on legal acts of the Republic of Azerbaijan in the field of harmonization of measurements, information on international treaties to which the Republic of Azerbaijan is a party, provides a database, certified methods of measurement, state standards of measurement units, approved standard samples and types of measuring instruments, collection of information on test results and measurement tools, data entry and provision of information. At the same time, the institute monitors the activity of checking measuring instruments.
- The State Committee for Standardization, Metrology, and Patents was abolished by Presidential Decree No. 5 of April 20, 2018. The powers of the liquidated committee in the field of metrology were transferred to the Azerbaijan Institute of Metrology.
